Timeframe

The consultant is expected to submit ALL deliverables outlined above within twelve weeks. The tentative start date for this consultancy is 1st July 2026.

• Asunafo North Municipal Cooperative Cocoa Farmers Union – further referred to as ‘Asunafo North’ (about 10,000 members)

• Kukuom Cooperative Cocoa Farmers and Marketing Union – hereafter referred to as ‘Kukuom’ (3,601 members)

• Kuapa Kokoo Farmers Union (KKFU) – further referred to as ‘KKFU’ (about 84,000 members)

• Measurement of the final progress of the logical framework indicators (efficiency/effectiveness). A comparative analysis with the baseline and the midline evaluation data is also expected.

• Qualitative assessment of project management, including value judgements based on OECD criteria (Effectiveness, Impact, Sustainability, Relevance and Coherence). As part of phase 1 of the project, the focus will be on Relevance and Coherence.

• The changes to which the project has contributed, and more specifically, the project’s capacity to create a favourable environment for the adoption of dynamic agroforestry in Ghana, and its capacity to be scaled up to West Africa;

• The beneficiaries’ capacity building and empowerment supported by the project;

• The key risks to sustaining project outcomes, and how can they be mitigated;

• The quality of the relationships established between the project and the project stakeholders. More precisely, the organisational structure (including the volunteer involved in the project) and its capacity to expand to a second country (Sierra Leone) in phase 2 of the project will be assessed;

• The influence of the project on public policy, gender, youth and climate related themes.

• Identification of lessons learned from both the management model implemented and from local experiences, formulated as recommendations as to improve project execution.

• Organisation of an inception meeting: to review project indicators, as well as evaluation criteria, with the GAIM team.

• Collection of primary information based on qualitative and quantitative methods. This includes reviewing sample calculations, developing and validating tools, and collecting information in the field, both face-to-face and virtually/by telephone.

• Cleaning the database, calculating indicators, developing tables, graphs and discussion comparing the data obtained by indicator with the baseline data and the mid-term evaluation (already reported).

• Preparation of the final evaluation report.

• Presentation of the final evaluation results to the project stakeholders.

REQUIRED SKILLS:

• Graduate qualifications/expertise in social, agricultural, environmental or economic sciences

• Knowledge of statistics, quantitative and qualitative data analysis methods, and the ability to interpret and analyse context and triangulate sources and methods

• Excellent command of statistical software and tools for data collection

• Strong report writing, editing and analysis skills.

• Knowledge of the context and reality of agriculture and/or cocoa in Ghana

• Knowledge of development principles and approaches.

Submission Guidelines

The consultant(s) for the assignment must be registered and have the full statutory requirements to work in Ghana.

Technical and Financial proposals from interested consultants or consultancy firms should include but not limited to the following elements:

A complete CV of the consultant(s)/lead consultant(s) outlining the relevant skills and experience

In the case of teams: roles and responsibilities of the team, including CVs of team members.

Contactable references from organizations with whom similar assignments have been undertaken outlining the consultants’/lead consultants’ role, performance and the project deliverables

Technical proposal detailing the proposed methodology and workplan

Financial proposal inclusive of all applicable taxes with detailed budget for the assignment.

Evaluation Criteria

The evaluation method for this procurement will be Quality and Cost Based Selection (QCBS). Technical criteria will account for 70% of the weight while Cost/Financial score will account for 30% of the weight.

Payment Schedule

The total contract value shall be paid in installments linked to the satisfactory completion and approval of agreed deliverables.

An initial payment of 30% will be made upon submission and approval of the inception report, including the survey methodology, workplan and data collection tools.

A second installment of 40% will be paid upon submission of the draft baseline report and presentation of preliminary findings to project stakeholders.

The final 30% will be paid upon submission and formal approval of the final baseline report, incorporating all comments from the project stakeholders.
