To undertake a mid-term evaluation of the Championing Nutrition and Gender Equality (CHANGE) Project in Ghana.

Conduct a thorough evaluation of the existing nutrition and health service frameworks in the most underserved and vulnerable communities, with a specific emphasis on women and children.

Review the progress of critical outcome and output-level indicators as specified in the project’s Performance Measurement Framework (PMF).

Analyze feedback from community members, local stakeholders, and prospective partners to assess their perspectives on the production, processing, and storage of nutrient-rich foods, food security, and the resilience of the community.

Assess how gender-responsive nutrition strategies can be incorporated into district-level policies and programs by evaluating both the opportunities and potential limitations.

Analyze contextual, programmatic, and institutional elements to determine factors either advancing or impeding progress toward established objectives.

Develop practical insights and strategic suggestions to inform project adjustments and improve overall performance for the remainder of the implementation phase.

Primary data collection methods may involve administering surveys, conducting focus group discussions (FGDs), performing key informant interviews (Kids), and executing structured observations, depending on the methodology outlined in the proposal.

A thorough review of secondary data must encompass project reports, baseline findings, district and regional-level health and nutrition data, and any other pertinent literature.

All methodologies and instruments employed must facilitate, when applicable, disaggregation by sex and age to ensure comprehensive analysis.

The consultant is required to employ participatory, inclusive, and ethically sound methodologies while adhering to Children Believe’s stringent policies on child safeguarding, Protection from Sexual Exploitation and Abuse (SEA), data protection, and privacy protocols.

The inception report will encompass a refined methodology, a detailed work plan, a robust sampling approach, a comprehensive data collection plan, and stringent quality assurance arrangements.

Responsibilities include validating quantitative and qualitative data collection instruments to ensure their accuracy and appropriateness for research purposes.

Conducting fieldwork and gathering data within the designated project areas as outlined in the project plan.

Prepare comprehensive midterm evaluation reports that meticulously present key findings, in-depth analysis, detailed conclusions, and actionable recommendations.

A comprehensive mid-term evaluation report of around 30 pages (excluding annexes) will be required.

Providing well-organized, sanitized datasets and analytical files—ideally in Excel format—alongside any agreed-upon supporting documentation from Children Believe.

Candidates must demonstrate proficiency in a range of technical and interpersonal competencies to excel in this role. Essential qualifications include strong analytical capabilities, effective communication skills, and the ability to collaborate seamlessly within cross-functional teams. Experience with industry-standard software tools and a deep understanding of relevant methodologies are also critical for success in this position. Additionally, familiarity with project management principles and adherence to quality assurance standards are required.

A postgraduate degree in public health, nutrition, international development, social sciences, management, sociology, social work, or a closely aligned field is required, with preference given to candidates holding an advanced qualification.

With a minimum of ten years of progressively responsible experience, you will have conducted participatory evaluations, studies, or reviews of intricate health, nutrition, maternal, newborn, and child health (MNCH), or gender-focused programs.

• Applicants must possess practical experience in Ghana within one or more of the following domains: nutrition, maternal and child health, public health, gender equality, or community development.

A robust expertise in gender analysis is required, with a preference for including a dedicated gender specialist as part of the team.

Possesses a solid grasp of donor-funded programming, with particular experience in Global Affairs Canada and other comparable bilateral or multilateral donor mechanisms.

Craft a technical proposal not exceeding 15 pages that clearly delineates the proposed methodology, work plan, team composition, quality assurance strategy, and anticipated deliverables.

CVs should be submitted for the lead consultant and key team members, with each document limited to five pages in length.

At least one recent relevant evaluation assignment, ideally a mid-term evaluation or similar analytical project, should be provided.
