To perform a mid-term evaluation of the Championing Nutrition and Gender Equality (CHANGE) Project in Ghana.

Evaluate the existing nutrition and healthcare service frameworks for underserved and economically disadvantaged groups—with a particular emphasis on women and children—within the designated communities.

• Evaluate the progress of essential outcome and output-level indicators as defined within the project’s Performance Measurement Framework (PMF).

Examine the perspectives and insights of community members, local stakeholders, and prospective partners concerning the production, processing, and storage of nutritious foods, food security, and overall community resilience.

Evaluate how gender-responsive nutrition strategies can be effectively incorporated into district-level policies and programming, considering both opportunities and potential constraints.

Examine contextual, programmatic, and institutional elements that either facilitate or impede the realization of established objectives.

To formulate practical insights and strategic recommendations that will inform project adjustments and bolster overall performance throughout the remaining implementation phase.

Primary data collection could encompass a range of methods, such as administering surveys, conducting focus group discussions (FGDs), undertaking key informant interviews (Kids), and performing structured observations where warranted by the proposed methodology.

The secondary data review must encompass project reports, baseline findings, district and regional level health and nutrition data, as well as other pertinent literature.

All methodologies and tools utilized must facilitate the disaggregation of data by sex and age, as appropriate.

The consultant is required to utilize participatory, inclusive, and ethically grounded approaches while adhering to Children Believe’s stringent child safeguarding, SEA, data protection, and privacy policies.

The inception report encompasses an enhanced methodology, a detailed work plan, a robust sampling strategy, a comprehensive data collection plan, and rigorous quality assurance protocols.

Developed and secured approval for quantitative and qualitative data collection instruments.

Conducting fieldwork and gathering data in the designated project regions as outlined.

• Prepare and compile a comprehensive mid-term evaluation report, including presenting findings, analysis, conclusions, and actionable recommendations.

A comprehensive mid-term evaluation report of roughly 30 pages—excluding any supplementary annexes—must be prepared.

Relevant cleaned datasets and analytical files, ideally provided in Excel format, must be accompanied by supporting documentation mutually agreed upon with Children Believe.

Required competencies include proficiency in written and verbal communication, organizational agility, and conflict resolution. Candidates must demonstrate expertise in project management methodologies, such as Agile or Scrum, along with the ability to analyze complex data sets to derive actionable insights. A minimum of five years of relevant experience in a similar role is mandatory, along with a proven track record in leading cross-functional teams to successful project completion. Familiarity with industry-standard software tools, including Microsoft Office Suite and project management platforms like Jira or Trello, is essential. Additionally, strong interpersonal skills and the capacity to adapt to evolving business priorities are critical for success in this position.

A postgraduate qualification in public health, nutrition, international development, social sciences, management, sociology, social work, or a related field is required, with an advanced degree being advantageous.

With a minimum of ten years of progressively responsible experience, you have conducted participatory evaluations, studies, or reviews of intricate health, nutrition, maternal, newborn, and child health (MNCH), or gender-focused programs.

Experienced professionals with a proven track record of practical application in Ghana’s development sector are sought, particularly in areas such as nutrition, maternal and child health, public health, gender equality, or community development.

A demonstrated proficiency in gender analysis is essential, with a clear preference for including a gender specialist as part of the team.

• Demonstrated proficiency in written and verbal English communication.

• Demonstrated understanding of donor funded programming, preferably including Global Affairs Canada and comparable bilateral or multilateral donors.

At least one sample of recent and relevant evaluation work, preferably a mid term evaluation or comparable analytical assignment.

Submissions should include itemized expenses, vendor quotes, and a clear breakdown of anticipated expenditures. All financial documentation must adhere to established accounting standards and regulatory guidelines. Professional fees should preferably be provided in daily rates and quoted in Ghana Cedis.
