To perform an interim assessment of the Championing Nutrition and Gender Equality (CHANGE) Project in Ghana.

Conduct a comprehensive evaluation of the existing nutrition and associated health service frameworks, with a specific emphasis on the most vulnerable and disadvantaged groups—particularly women and children—within the designated communities.

Review the progress of critical outcome and output-level indicators as specified in the project Performance Measurement Framework (PMF).

Conduct assessments to evaluate the perspectives of community members, local stakeholders, and prospective partners on the production, processing, and storage of nutritious foods, as well as food security and community resilience.

Evaluate the factors—both favorable and limiting—that shape the incorporation of gender-responsive nutrition strategies into district-level policies and programming.

Conduct an analysis of contextual, programmatic, and institutional elements to determine their influence on either advancing or hindering the attainment of established objectives.

Develop actionable insights and strategic recommendations to inform project modifications and improve overall effectiveness throughout the remaining implementation phase.

Primary data collection methods may encompass surveys, focus group discussions (FGDs), key informant interviews (Kids), and structured observation, depending on the methodology proposed.

A thorough review of secondary data must encompass project reports, baseline findings, district and regional health and nutrition statistics, and other pertinent scholarly sources.

All methodologies and tools employed must enable disaggregation by sex and age, as appropriate.

The consultant is required to utilize participatory, inclusive, and ethically grounded approaches while adhering to Children Believe’s policies on child safeguarding, protection from sexual exploitation and abuse (SEA), data protection, and privacy protocols.

The inception report will outline an enhanced methodology, a detailed work plan, a comprehensive sampling approach, a structured data collection plan, and robust quality assurance measures.

Approved both quantitative and qualitative data collection instruments, ensuring they meet established standards and methodological rigor.

Fieldwork and data collection will be conducted within the designated project areas as mutually agreed upon.

The incumbent will prepare a midterm evaluation report, meticulously documenting key findings, conducting thorough analysis, interpreting results, drawing insightful conclusions, and proposing actionable recommendations.

A comprehensive mid-term evaluation report, totaling roughly 30 pages (excluding appendices), must be prepared.

Provide cleaned datasets and analytical files, ideally in Excel format, along with all supporting documentation as agreed upon by Children Believe.

Seeking candidates who possess strong analytical abilities and a solid foundation in problem-solving. • Experience in donor-funded programming, with a preference for familiarity with Global Affairs Canada and similar bilateral or multilateral donors.

The resumes of the lead consultant and key team members should each be limited to five pages in length.

We seek a recent and relevant evaluation sample, ideally a mid-term evaluation or an equivalent analytical assignment.

We welcome submissions of detailed financial proposals that clearly outline all anticipated costs, including but not limited to consulting fees, operational expenses, and potential contingencies. These proposals should adhere to the outlined budgetary constraints while demonstrating value for money and alignment with project objectives. Additionally, any proposed financial arrangements should reflect transparency, feasibility, and compliance with relevant financial regulations and organizational policies.

Professional fees, ideally quoted as daily rates in Ghana Cedis, are preferred.
