To perform a mid-term assessment of the Championing Nutrition and Gender Equality (CHANGE) Project in Ghana.
Conduct a thorough evaluation of the existing nutrition and healthcare service provisions for underserved and economically disadvantaged communities, with particular emphasis on women and children within the designated areas.
Evaluate the current status of critical outcome and indicators as specified in the project’s Performance Measurement Framework (PMF).
Professionally assess community perspectives, including those of local stakeholders and potential collaborators, on issues such as nutritious food production, processing, storage, food security, and overall community resilience.
Assess how gender-responsive nutrition strategies can be effectively integrated into district-level policies and programs, identifying both opportunities and potential constraints.
Analyze contextual, programmatic, and institutional elements to determine their influence on progress or constraints in reaching established objectives.
Develop insightful, data-driven insights and strategic recommendations to inform project modifications and drive improved performance throughout the remaining implementation phase.
Primary data collection may involve administering surveys, conducting focus group discussions (FGDs), carrying out key informant interviews (Kids), and performing structured observations, where appropriate based on the proposed methodology.
A thorough review of secondary data must incorporate project reports, baseline findings, district and regional-level health and nutrition statistics, and pertinent scholarly literature.
All methodologies and tools employed should enable disaggregation by sex and age, as appropriate.
The consultant is expected to utilize participatory, inclusive, and ethically grounded approaches while strictly adhering to Children Believe’s child safeguarding policies, Protection from Sexual Exploitation and Abuse (SEA) guidelines, as well as data protection and privacy protocols.
The inception report encompasses a refined methodology, a detailed work plan, a structured sampling approach, a comprehensive data collection plan, and robust quality assurance arrangements.
Developed and secured authorization for quantitative and qualitative data collection instruments.
Fieldwork and data collection will be conducted across the designated project locations as mutually agreed upon.
• Compile and write a mid-term evaluation report summarizing key findings, providing thorough analysis, drawing pertinent conclusions, and delivering actionable recommendations.
A comprehensive mid-term evaluation report of roughly 30 pages, excluding annexes, should be prepared.
Provided cleaned datasets and analytical files, ideally in Excel format, along with any supporting documentation as mutually agreed with Children Believe.

A demonstrated expertise in gender analysis is required; ideally, the team will include a dedicated gender specialist.

Possesses a solid grasp of donor-funded programming methodologies, with a preference for experience involving Global Affairs Canada and comparable bilateral or multilateral funding entities.
