To perform a mid-term assessment of the Championing Nutrition and Gender Equality (CHANGE) Project in Ghana.

Conduct an evaluation of the existing nutrition and healthcare service framework for underserved populations, with a focus on women and children, within the designated communities.

• Evaluate the progress of critical outcome and output-level indicators as defined within the project’s Performance Measurement Framework (PMF).

Conduct a thorough assessment of community members’, local stakeholders’, and potential partners’ perspectives and attitudes toward the production, processing, and storage of nutritious foods, as well as food security and community resilience.

Evaluate potential opportunities and challenges that impact the incorporation of gender-responsive nutrition strategies into district-level policies and programming.

Analyze contextual, programmatic, and institutional factors that either enhance progress or impede the achievement of established targets.

Produce actionable insights and strategic recommendations that will inform project adjustments and improve overall effectiveness throughout the remainder of the implementation phase.

Primary data collection activities may encompass surveys, focus group discussions (FGDs), key informant interviews (Kids), and structured observation, depending on the selected methodology.

The review of secondary data must encompass project reports, baseline findings, district and regional health and nutrition data, and any pertinent literature.

All methodologies and instruments employed should facilitate disaggregation by sex and age whenever applicable.

The consultant is expected to utilize participatory, inclusive, and ethically grounded approaches while strictly adhering to Children Believe’s policies on child safeguarding, protection from sexual exploitation and abuse (SEA), data protection, and privacy protocols.

The inception report should encompass a refined methodology, a detailed work plan, a robust sampling approach, a comprehensive data collection plan, and stringent quality assurance arrangements.

Developed and secured approval for both quantitative and qualitative data collection instruments.

Conducting fieldwork and gathering data within the designated project areas.

Prepare a comprehensive mid-term evaluation report that effectively communicates key findings, detailed analysis, critical conclusions, and actionable recommendations.

A comprehensive mid-term evaluation report, approximately 30 pages in length (excluding annexes), will be prepared as the final deliverable.

Relevant datasets that have been properly sanitized and prepared for analysis, ideally in Excel format, should be provided along with all supporting documentation as mutually agreed upon with Children Believe.

Required competencies include a strong proficiency in written and verbal communication, the ability to analyze complex data to derive actionable insights, and advanced problem-solving skills honed through practical experience. Candidates must exhibit exceptional organizational abilities to manage multiple priorities efficiently in a fast-paced environment while maintaining meticulous attention to detail. Technical expertise in relevant software or tools specific to the role, along with a demonstrated capacity for collaborative teamwork and adaptability to evolving project demands, is essential. Prior experience in a similar capacity, coupled with a results-oriented mindset, is highly valued.

A master’s degree or higher in public health, nutrition, international development, social sciences, management, sociology, social work, or a closely related field is required. Possessing an advanced degree will be advantageous.

With a minimum of a decade of cumulative expertise, you will have led or significantly contributed to participatory evaluations, research initiatives, or comprehensive reviews of intricate health, nutrition, maternal, newborn, and child health (MNCH), or gender-focused programs.
