Marginalized groups—particularly those reliant on natural resources or residing in high-risk areas—face disproportionate impacts, including women, girls, and the Fulani pastoralist ethnic minority, who possess limited adaptive capacity.

SIGMA will enhance the resilience of Ghanaian citizens—especially women, girls, and vulnerable populations—by directing increased investments toward inclusive, gender-responsive climate adaptation strategies. The initiative begins with the provision of technical assistance and support to bolster governance frameworks and institutional capabilities within Ghana’s Public Administration, alongside direct grant allocations to five districts to finance localized, gender-inclusive climate adaptation projects. Additionally, SIGMA collaborates with regional stakeholders in the Northern and Volta regions to fortify the capacity of designated districts in planning, executing, and documenting climate adaptation efforts. Furthermore, the project engages with women-led civil society organizations (CSOs) in Ghana to amplify the participation, advocacy, and decision-making influence of women in governmental processes.

DESCRIPTION OF THE POSITION

The Engineering Consultant will report to the Team Leader and work closely with the Environment and Climate Change Specialist to ensure the design and construction quality of climate-resilient infrastructure in rural areas, such as solar-powered boreholes, solar-powered irrigation systems, pedestrian bridges, word-processing hubs, and similar projects. The role involves delivering technical assistance to district stakeholders and conducting quality assurance for the execution of district-level climate adaptation initiatives. Responsibilities include evaluating feasibility studies, project designs, and implementation plans to confirm compliance with climate resilience and environmental safeguards, as well as reviewing relevant contracts and supervising construction quality and adherence to environmental mitigation measures.

Quality Assurance is required to ensure the integrity and effectiveness of the Climate Adaptation Project Design, verifying alignment with established standards, regulatory mandates, and best practices.
