JOB DESCRIPTION:
CALL FOR TECHNICAL & FINANCIAL PROPOSALS
TO CONDUCT MID-TERM EVALUATION OF THE CHAMPIONING NUTRITION AND GENDER EQUALITY (CHANGE) PROJECT – GHANA
• Assess the current nutrition and related health service landscape for the poorest and most marginalized populations, particularly women and children, in the targeted communities.
• Review the status of key outcome and output level indicators outlined in the project Performance Measurement Framework (PMF).
• Analyze the views and perceptions of community members, local stakeholders, and potential partners regarding the production, processing, and storage of nutritious foods, food security, and community resilience.
• Examine opportunities and constraints influencing the integration of gender responsive nutrition approaches into district level policies and programming.
• Identify contextual, programmatic, and institutional factors that contribute to progress or limit the achievement of planned targets.
• Generate actionable findings and recommendations to guide project adaptation and enhance effectiveness during the remaining implementation period.
• Primary data collection may include surveys, focus group discussions (FGDs), key informant interviews (KIIs), and structured observation, as justified by the proposed methodology.
• Secondary data review should include project reports, baseline findings, district and regional level health and nutrition data, and other relevant literature.
• All tools and approaches must support disaggregation by sex and age, where relevant.
• The consultant must apply participatory, inclusive, and ethically sound methods, and comply with Children Believe’s child safeguarding, PSEA, data protection, and privacy requirements.
• Inception report, including refined methodology, workplan, sampling approach, data collection plan, and quality assurance arrangements.
• Approved quantitative and qualitative data collection tools.
• Fieldwork and data collection in the agreed project areas.
• Draft mid term evaluation report presenting findings, analysis, conclusions, and recommendations.
• Final mid term evaluation report of approximately 30 pages, excluding annexes.
• Relevant cleaned datasets and analytical files, preferably in Excel format, together with any supporting documentation agreed with Children Believe.
REQUIRED SKILLS:
• Postgraduate qualification in public health, nutrition, international development, social sciences, management, sociology, social work, or another relevant discipline. A higher degree will be an advantage.
• At least 10 years of progressively responsible experience in conducting participatory evaluations, studies, or reviews of complex health, nutrition, MNCH, or gender focused programmes.
• Demonstrated applied experience in Ghana in one or more of the following fields: nutrition, maternal and child health, public health, gender equality, or community development.
• Strong gender analysis capacity; inclusion of a gender expert on the team is strongly preferred.
• Excellent English writing and communication skills.
• Demonstrated understanding of donor funded programming, preferably including Global Affairs Canada and comparable bilateral or multilateral donors.
• Ability to work effectively in diverse cultural contexts and within tight timelines.

Proposal Submission Requirements
Interested applicants must submit both a technical proposal and a financial proposal.
Technical Proposal
An abstract of not more than 300 words summarizing the assignment understanding, methodology, and data sources.
A technical proposal of up to 15 pages outlining the proposed methodology, workplan, team composition, quality assurance approach, and expected outputs.
CVs of the lead consultant and key team members, each not exceeding 5 pages.
At least one sample of recent and relevant evaluation work, preferably a mid term evaluation or comparable analytical assignment.
Financial Proposal
Professional fees, preferably presented as daily rates in Ghana Cedis.
A clear cost breakdown showing logistical, operational, and other indirect expenses related to the assignment.

Selection
Selection will be based on the quality of the technical proposal, demonstrated relevant experience, methodological strength, and financial competitiveness. Children Believe reserves the right to request clarifications from shortlisted applicants.
