Over the past three decades, Ghana’s climate has deteriorated significantly, with projections indicating further worsening in the years ahead. Climate change poses severe threats to agriculture, livelihoods, and food security, with its impacts intensifying as one moves from the coastal areas toward the northern Savannah. Additionally, it undermines access to water and essential infrastructure while exacerbating the spread of diseases. The Northern and Volta regions, where SIGMA operates, rank among Ghana’s most climate-vulnerable areas. High-risk populations—particularly those reliant on natural resources or residing in exposed zones—face disproportionate challenges, including women, girls, and the Fulani ethnic minority, whose pastoralist way of life heightens their vulnerability.
SIGMA will enhance the resilience of Ghanaian citizens, with a special focus on women, girls, and vulnerable populations, by expanding investments in inclusive and gender-responsive climate adaptation measures. The initiative begins with delivering technical assistance and capacity-building support to fortify governance and institutional frameworks within key Ghanaian Public Administration entities, alongside distributing direct grants to five districts to finance localized gender-responsive climate adaptation projects. Additionally, SIGMA collaborates with regional stakeholders in the Northern and Volta regions to bolster the capacity of targeted districts in planning, executing, and documenting climate adaptation efforts. Furthermore, the project engages with Ghanaian women-led civil society organizations to amplify women’s participation, representation, and decision-making influence in governmental processes.
DESCRIPTION OF THE POSITION
The Engineering Consultant, who reports to the Team Leader and collaborates closely with the Environment and Climate Change Specialist, will be responsible for ensuring the quality of design and construction for climate-resilient infrastructure in rural areas, such as solar-powered boreholes, solar-powered irrigation systems, pedestrian bridges, word-processing hubs, and other related projects. The consultant’s role involves delivering technical guidance to district stakeholders and ensuring the quality of district-level climate adaptation initiatives through rigorous assessments. This includes evaluating feasibility studies, project designs, and plans to confirm their alignment with climate resilience and environmental safeguards. Additionally, the consultant will review relevant contracts and monitor construction quality while verifying adherence to environmental mitigation measures.
Quality Assurance plays a critical role in ensuring the efficacy and reliability of climate adaptation project designs. This role involves meticulously evaluating project plans to verify compliance with established standards, identifying potential risks, and proposing corrective measures where necessary.
