CALL FOR TECHNICAL & FINANCIAL PROPOSALS
To undertake the mid-term evaluation of the Championing Nutrition and Gender Equality (CHANGE) Project in Ghana.
Evaluate the existing nutrition and associated health service infrastructure within underserved and most economically disadvantaged communities, with particular emphasis on women and children.
Review and analyze the progress of essential outcome and output-level indicators as specified in the project’s Performance Measurement Framework (PMF).
Conduct an in-depth evaluation of perspectives from community members, local stakeholders, and prospective partners concerning nutritious food production, processing, and storage, as well as food security and community resilience.
• Examine opportunities and constraints influencing the integration of gender responsive nutrition approaches into district level policies and programming.
Analyze contextual, programmatic, and institutional influences to discern factors that either facilitate or impede progress toward established targets.
Produce actionable insights and tailored recommendations to inform project adjustments and bolster overall effectiveness throughout the remainder of the implementation phase.
Primary data collection may encompass surveys, focus group discussions (FGDs), key informant interviews (Kids), and structured observations, with the specific approach determined by the proposed methodology.
A thorough examination of secondary data encompasses project reports, initial assessment findings, district and regional health and nutrition statistics, as well as supplementary pertinent literature.
All methodologies and instruments employed should accommodate disaggregation by sex and age, as appropriate.
The consultant is required to utilize participatory, inclusive, and ethically principled approaches while adhering to Children Believe’s stringent policies on child safeguarding, Protection from Sexual Exploitation and Abuse (SEA), data protection, and privacy standards.
The inception report encompasses a refined methodology, a detailed work plan, a robust sampling approach, a comprehensive data collection plan, and stringent quality assurance arrangements.
Quantitative and qualitative data collection tools were reviewed and sanctioned for implementation.
Conducting fieldwork and gathering data within the designated project areas is required.
• Draft mid term evaluation report presenting findings, analysis, conclusions, and recommendations.
A comprehensive mid-term evaluation report, comprising roughly 30 pages (excluding supplementary materials), will be required.
Provided cleaned datasets and analytical files, ideally in Excel format, along with all required supporting documentation as per Children Believe’s specifications.

With a proven track record of hands-on involvement in Ghana, candidates should possess direct experience in one or more of the following key areas: nutrition, maternal and child health, public health, gender equality, or community development.
A demonstrated proficiency in gender analysis is essential; ideally, the team will include a dedicated gender specialist.
Proficient in written and verbal English communication is essential.
• Possesses a solid grasp of donor-funded programming, with preferred experience involving Global Affairs Canada and similar bilateral or multilateral donors.

Curriculum vitae must be submitted for the lead consultant and essential team members, with each document limited to a maximum of five pages.
A recent and relevant evaluation sample is required, ideally a mid-term evaluation or an equivalent analytical project.
A proposal outlining the financial aspects of the project, including cost estimates, budget allocations, and payment schedules, must be submitted.
