Technical and financial proposals are now being solicited.
To oversee the mid-term assessment of the Championing Nutrition and Gender Equality (CHANGE) Project in Ghana.
To analyze the existing nutrition and health service frameworks serving the most impoverished and underserved groups, especially women and children, within the specified communities.
Review key outcome and indicators as specified in the project’s Performance Measurement Framework (PMF) to assess progress and performance.
Conduct assessments of community member perspectives, local stakeholder insights, and potential partner viewpoints on topics such as nutritious food production, processing, storage, food security, and community resilience.
Evaluate how factors shaping gender-responsive nutrition strategies impact the incorporation of these approaches into district-level policies and programming.
Evaluate contextual, programmatic, and institutional elements that either facilitate or hinder the realization of established objectives.
• Generate actionable findings and recommendations to guide project adaptation and enhance effectiveness during the remaining implementation period.
Data collection activities may encompass surveys, focus group discussions (FGDs), key informant interviews (Kids), and structured observation, contingent upon the methodology outlined in the proposal.
A thorough review of secondary data is required, encompassing project reports, baseline findings, district and regional health and nutrition data, as well as additional pertinent literature.
All methodologies and tools employed should facilitate disaggregation by sex and age, where applicable.
The consultant is required to employ participatory, inclusive, and ethically responsible approaches while strictly adhering to Children Believe’s child safeguarding policies, Protection from Sexual Exploitation and Abuse (SEA) protocols, data protection standards, and privacy regulations.
The inception report will encompass a refined methodology, a detailed work plan, a sampling approach, a data collection plan, and quality assurance arrangements.
Approved both quantitative and qualitative data collection instruments in accordance with established standards to ensure accuracy and reliability.
Conducting fieldwork and gathering data within the designated project locations as mutually agreed upon.
Prepare a comprehensive mid-term evaluation report that clearly outlines the findings, provides in-depth analysis, draws well-supported conclusions, and offers actionable recommendations.

Required Skills: A minimum of three years of experience in a related field is essential, with proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) being a key requirement. Strong analytical and problem-solving capabilities, along with excellent verbal and written communication skills, are mandatory. Candidates must demonstrate the ability to work independently and collaboratively in a fast-paced environment. Familiarity with project management tools, such as Asana or Trello, and basic knowledge of data analysis are highly desirable. The position also requires a keen attention to detail and the capacity to manage multiple priorities effectively. Proficiency in industry-specific software or tools may be necessary, depending on the role.
A postgraduate degree in public health, nutrition, international development, social sciences, management, sociology, social work, or a closely related field is required, with a higher qualification preferred.
With a minimum of ten years of progressively responsible experience, the ideal candidate will have conducted participatory evaluations, studies, or reviews of intricate health, nutrition, maternal, newborn, and child health (MNCH), or gender-focused programs.
Demonstrated expertise in Ghana’s development landscape is required, with a focus on one or more of the following domains: nutrition, maternal and child health, public health, gender equality, or community development.
A robust proficiency in gender analysis is essential; ideally, the team will include a dedicated gender specialist.
• Demonstrated proficiency in written and verbal English communication.
Experienced in managing and implementing donor-funded programs, with a particular emphasis on those supported by Global Affairs Canada and similar bilateral or multilateral funding entities.
Demonstrates strong adaptability to varying cultural environments and thrives in situations with demanding deadlines.

A concise abstract of up to 300 words should encapsulate the comprehension of the assignment, detail the methodology employed, and identify the data sources utilized for analysis.
Craft a technical proposal comprising up to 15 pages that details the proposed methodology, outlines a comprehensive work plan, defines team composition, establishes a rigorous quality assurance approach, and specifies expected outputs.
CVs of the lead consultant and key team members, each not exceeding 5 pages.
A current and relevant evaluation sample is required, ideally showcasing a mid-term evaluation or another form of analytical study of similar scope.
A detailed financial proposal outlining the projected budget, cost estimates, and funding requirements for the project is required. The submission should include a breakdown of expenses, justifications for each cost category, and a timeline for financial disbursement. Ensure all figures are accurate, supported by market research or vendor quotes, and comply with relevant financial regulations. The proposal must be submitted by the specified deadline and reviewed by the finance team for approval. Clarity, transparency, and adherence to budgetary constraints are essential throughout the process.
Professional fees should be indicated in Ghana Cedis, with a preference for daily rate presentations.
A detailed itemization of all direct and indirect expenditures, encompassing logistical, operational, and ancillary costs associated with the assignment, is required.
