Over the past three decades, Ghana has experienced a marked decline in climatic conditions, with projections indicating a continued deterioration in the future. Climate change poses significant threats to agricultural productivity, economic stability, and food security, with its effects intensifying as one moves from coastal areas toward the northern Savannah. Additionally, it undermines access to clean water, disrupts essential infrastructure, and heightens the spread of diseases. Within Ghana, the Northern and Volta regions—where SIGMA operates—rank among the most susceptible to climate-related risks. Marginalized communities, particularly those reliant on natural resources or residing in high-risk areas, face disproportionate impacts and possess limited adaptive capacity, including women, girls, and the Fulani pastoralist ethnic minority.

SIGMA will enhance the resilience of Ghanaian citizens—especially women, girls, and marginalized groups—by increasing investments in inclusive, gender-responsive climate adaptation programs. The initiative begins with the provision of technical assistance and capacity-building support to fortify governance structures and national systems within key Ghanaian public institutions, alongside the disbursement of direct grants to five districts for locally led climate adaptation projects designed with gender considerations. Additionally, SIGMA collaborates with regional government stakeholders in the Northern and Volta regions to bolster the capacity of targeted districts in planning, executing, and documenting climate adaptation efforts. Furthermore, the project engages Ghanaian women-led civil society organizations to amplify the participation, influence, and decision-making voice of women in public policy processes.

DESCRIPTION OF THE POSITION

The Engineering Consultant will report to the Team Leader and collaborate with the Environment and Climate Change Specialist to ensure the design and construction of climate-resilient infrastructure in rural areas meet high standards, including solar-powered boreholes, irrigation systems, pedestrian bridges, word-processing hubs, and related projects. The role involves delivering technical guidance to district stakeholders and conducting rigorous quality assurance for district-level climate adaptation initiatives, ensuring all project components incorporate resilience to climate impacts and robust environmental safeguards. Responsibilities include evaluating feasibility studies, project designs, and implementation plans, as well as reviewing contractual agreements and monitoring construction quality to verify compliance with environmental mitigation measures.

Quality Assurance plays a pivotal role in ensuring the integrity and effectiveness of Climate Adaptation Project Design. This position demands meticulous attention to detail, as professionals will evaluate project components to confirm alignment with sustainability goals, regulatory standards, and best practices in climate resilience. Candidates must possess a strong background in environmental science, project management, or related disciplines, along with proficiency in analytical tools and data interpretation. Responsibilities include conducting thorough reviews of project proposals, identifying potential risks or gaps, and collaborating with cross-functional teams to implement corrective measures. The ideal candidate will demonstrate expertise in climate adaptation strategies, a commitment to sustainable development, and the ability to communicate findings clearly to stakeholders at all levels.

Occasional on-site inspections may be mandated. Should such visits be necessary, duties encompass construction project supervision and rigorous quality assurance measures.

The indicative deliverables include a range of outputs and outcomes to be produced throughout the project duration. These encompass comprehensive reports detailing progress and findings, data analysis presentations, and strategic recommendations based on research and evaluation. Additionally, the deliverables may involve the development of training materials, implementation plans, or policy proposals tailored to the project’s objectives. Each deliverable is designed to ensure alignment with stakeholder expectations and project milestones, with a focus on clarity, accuracy, and actionable insights.
