To perform a mid-term evaluation of the Championing Nutrition and Gender Equality (CHANGE) Project in Ghana, assessing progress, outcomes, and alignment with established objectives.
Conduct a thorough evaluation of the existing nutrition and health service frameworks for the most vulnerable populations—specifically women and children—within the designated communities.
Review the progress of significant outcome and indicators detailed within the project’s Performance Measurement Framework (PMF).
Conduct in-depth evaluations of community members’, local stakeholders’, and prospective partners’ perspectives on the production, processing, and storage of nutritious foods, as well as food security and community resilience.
Assess factors—both facilitating and hindering—the incorporation of gender-responsive nutrition strategies within district-level policies and initiatives.
Identify contextual, programmatic, and institutional elements that either facilitate or hinder the realization of established objectives.
• Develop practical insights and strategic recommendations to inform project adjustments and improve overall performance throughout the remainder of the implementation phase.
• Data collection activities may comprise surveys, focus group discussions (FGDs), key informant interviews (Kids), and structured observations, contingent upon the methodology proposed for the study.
A thorough review of secondary data must encompass project reports, preliminary findings, health and nutrition data at both district and regional levels, as well as supplementary literature deemed relevant.
All tools and approaches must, where applicable, enable disaggregation by sex and age.
The consultant is expected to utilize participatory, inclusive, and ethically grounded approaches while adhering strictly to Children Believe’s child safeguarding, Protection from Sexual Exploitation and Abuse (SEA), data protection, and privacy protocols.
Compile an inception report that details the refined methodology, outlines the work plan, specifies the sampling approach, establishes a data collection plan, and incorporates quality assurance measures.

With a minimum of ten years of progressively responsible expertise, you will have conducted participatory evaluations, studies, or reviews of intricate health, nutrition, maternal, newborn, and child health (MNCH), or gender-focused programs.
Demonstrated hands-on experience in Ghana within the realms of nutrition, maternal and child health, public health, gender equality, or community development is required.
Preferred qualifications include demonstrated expertise in gender analysis, with a strong preference for including a dedicated gender specialist on the team.
Proficient in written and verbal English communication, ensuring clarity and professionalism in all interactions.
• Demonstrated understanding of donor funded programming, preferably including Global Affairs Canada and comparable bilateral or multilateral donors.
• Ability to work effectively in diverse cultural contexts and within tight timelines.

A recent and relevant evaluation assignment is required, with a preference for a mid-term evaluation or an equivalent analytical project.
