CALL FOR TECHNICAL & FINANCIAL PROPOSALS

Conducting a mid-term evaluation of the Championing Nutrition and Gender Equality (CHANGE) Project in Ghana.

To evaluate the existing nutrition and health service frameworks serving the most impoverished and underserved communities—with a focus on women and children—within the designated regions.

Review the progress of critical outcome and output-level indicators as specified in the project Performance Measurement Framework (PMF).

Analyze community members’, local stakeholders’, and potential partners’ perspectives on the production, processing, and storage of nutritious foods, as well as food security and community resilience.

Evaluate the factors—both favorable and limiting—that shape the incorporation of gender-responsive nutrition strategies within district-level policy frameworks and programmatic initiatives.

• Identify contextual, programmatic, and institutional factors that contribute to progress or limit the achievement of planned targets.

Develop practical insights and strategic recommendations to drive project adjustments and improve overall performance throughout the remaining implementation phase.

Primary data collection methods may encompass surveys, focus group discussions (FGDs), key informant interviews (Kids), and structured observation, as warranted by the selected methodological approach.

• Secondary data review should include project reports, baseline findings, district and regional level health and nutrition data, and other relevant literature.

All methodologies and tools employed must facilitate disaggregation by sex and age, where applicable.

• The consultant must apply participatory, inclusive, and ethically sound methods, and comply with Children Believe’s child safeguarding, PSEA, data protection, and privacy requirements.

We will develop an inception report that incorporates an enhanced methodology, a detailed work plan, a strategic sampling approach, a comprehensive data collection plan, and robust quality assurance arrangements.

Approved both quantitative and qualitative data collection instruments through rigorous evaluation.

• Fieldwork and data collection in the agreed project areas.

• Prepare comprehensive mid-term evaluation reports that effectively convey key findings, thorough analysis, relevant conclusions, and actionable recommendations.

• Final mid term evaluation report of approximately 30 pages, excluding annexes.

Provide cleaned datasets and analytical files—ideally in Excel format—along with all supporting documentation as mutually agreed upon with Children Believe.

SKILLS REQUIRED: Proficiency in Python and Java is essential. Experience with SQL databases is required. Familiarity with cloud platforms such as AWS or Azure is preferred. Excellent problem-solving abilities are necessary. Strong communication skills are a must. A minimum of three years of relevant experience is required. Ability to work in a fast-paced environment is critical. Team collaboration skills are highly valued. Understanding of DevOps principles is a plus.

A postgraduate degree in public health, nutrition, international development, social sciences, management, sociology, social work, or a related field is required, with a higher degree being advantageous.

With a minimum of ten years of steadily advancing experience, you will have led or contributed significantly to participatory evaluations, studies, or reviews of intricate health, nutrition, maternal, newborn and child health (MNCH), or gender-focused programs.

Applicants must possess proven, hands-on experience in Ghana within one or more of the following domains: nutrition, maternal and child health, public health, gender equality, or community development.

Strong expertise in gender analysis is essential; ideally, the team will include a dedicated gender specialist.

Proficient in English writing and communication is required.

• Possesses a solid grasp of donor-funded programming, ideally with experience in initiatives supported by Global Affairs Canada and similar bilateral or multilateral funding partners.

Demonstrates strong adaptability in multicultural environments while consistently meeting stringent project deadlines.

Ensure alignment with organizational objectives while adhering to fiscal constraints, regulatory compliance, and stakeholder expectations. The proposal must detail expenditure breakdowns, projected ROI, risk mitigation strategies, and contingency plans to maintain financial viability throughout the project lifecycle. Include supporting documentation such as market analyses, vendor quotes, and comparative cost evaluations to substantiate all financial assumptions and recommendations.

Professional fees should be quoted in Ghana Cedis, with a preference for daily rate presentations.

A clear cost breakdown showing logistical, operational, and other indirect expenses related to the assignment.
