To carry out a mid-term assessment of the Championing Nutrition and Gender Equality (CHANGE) Project in Ghana.

Evaluate the existing nutrition and allied health service frameworks serving the most economically disadvantaged and underserved individuals—with special emphasis on women and children—in the designated areas.

Review the progress of essential outcome and output-level indicators as delineated in the project’s Performance Measurement Framework (PMF).

The role involves conducting thorough assessments of perspectives and opinions held by community members, local stakeholders, and prospective partners concerning the development, handling, and preservation of nutritious food options, food security initiatives, and the enhancement of community resilience.

Evaluate factors that shape the feasibility and challenges associated with incorporating gender-responsive nutrition strategies into district-level policies and programmatic initiatives.

Analyze contextual, programmatic, and institutional elements that either facilitate or hinder the realization of established objectives.

Produce tangible insights and strategic guidance to inform project modifications and bolster overall performance throughout the remaining execution phase.

Primary data collection may encompass surveys, focus group discussions (FGDs), key informant interviews (Kids), and structured observation, depending on the methodology proposed.

A thorough examination of secondary data must encompass project reports, baseline findings, district and regional health and nutrition statistics, and additional pertinent literature.

All methodologies and tools employed should, where applicable, facilitate disaggregation by sex and age.

The consultant is expected to utilize participatory, inclusive, and ethically grounded approaches while adhering to Children Believe’s stringent policies on child safeguarding, protection from sexual exploitation and abuse (SEA), data protection, and privacy standards.

The inception report will encompass a refined methodology, a detailed work plan, a well-defined sampling approach, a robust data collection plan, and comprehensive quality assurance arrangements.

Approved quantitative and qualitative data collection instruments to ensure methodological rigor and reliability in research initiatives.

Conduct fieldwork and perform data collection within the designated project areas as agreed upon.

Prepare a comprehensive mid-term evaluation report that effectively communicates key findings, thorough analysis, detailed conclusions, and actionable recommendations.

A comprehensive final mid-term evaluation report totaling around 30 pages will be required, with additional content to be provided in the annexes.

Relevant cleaned datasets and analytical files, preferably formatted in Excel, along with any accompanying documentation mutually agreed upon with Children Believe, should be provided.

REQUIRED SKILLS:
Proven expertise in project management, with a track record of delivering initiatives on time and within budget. Strong proficiency in data analysis and reporting, utilizing tools such as Excel, SQL, or Tableau. Excellent communication skills, both written and verbal, to collaborate effectively with cross-functional teams. Experience with agile methodologies and familiarity with software development life cycles. Ability to prioritize tasks and manage multiple deadlines efficiently. Solid understanding of business processes and stakeholder management. Commitment to continuous learning and adaptability to evolving technologies and industry trends.

A postgraduate degree in public health, nutrition, international development, social sciences, management, sociology, social work, or a related field is required, with preference given to candidates holding an advanced degree.

Requires a minimum of a decade of steadily advancing expertise in executing participatory evaluations, studies, or reviews of intricate health, nutrition, maternal, newborn, and child health (MNCH), or gender-focused programs.

Demonstrated hands-on expertise in Ghana across one or more of these critical domains: nutrition, maternal and child health, public health, gender equality, or community development.

A demonstrated expertise in gender analysis is essential; ideally, the team will comprise a dedicated gender specialist.

Proficient in articulating ideas clearly and effectively through written English, with strong communication skills essential for conveying information and interacting with diverse audiences.
