To oversee the mid-term assessment of the Championing Nutrition and Gender Equality (CHANGE) Project in Ghana.

Conduct a comprehensive evaluation of the existing nutrition and healthcare service frameworks, focusing specifically on underserved and economically disadvantaged groups—with particular emphasis on women and children—within the designated communities.

Review the progress of critical outcome and output-level indicators as specified in the project’s Performance Measurement Framework (PMF).

Conduct an assessment of community members’, local stakeholders’, and potential partners’ perspectives on nutritious food production, processing, and storage, as well as food security and community resilience.

Analyze the factors—both opportunities and constraints—that impact the incorporation of gender-responsive nutrition strategies into district-level policies and programming.

Conduct a thorough analysis of contextual, programmatic, and institutional factors that either facilitate or constrain the attainment of established objectives.

Produce actionable insights and strategic recommendations to inform project adjustments and improve overall performance throughout the remaining implementation phase.

Primary data collection methodologies may encompass surveys, focus group discussions (FGDs), key informant interviews (Kids), and structured observation, contingent upon the proposed research framework.

A thorough examination of secondary data must encompass project reports, baseline findings, district and regional health and nutrition statistics, and pertinent published literature.

All methodologies and instruments employed must, where applicable, facilitate disaggregation based on sex and age.

The consultant is expected to employ participatory, inclusive, and ethically grounded approaches while strictly adhering to Children Believe’s policies on child safeguarding, protection from sexual exploitation and abuse (SEA), data protection, and privacy.

The inception report should encompass a refined methodology, a detailed work plan, a structured sampling approach, a comprehensive data collection plan, and robust quality assurance arrangements.

Approved both quantitative and qualitative data collection instruments to ensure methodological rigor and reliability in research outcomes.

Conduct fieldwork and collect data within the designated project areas as agreed upon.

Prepare a comprehensive mid-term evaluation report that effectively summarizes findings, provides detailed analysis, offers well-founded conclusions, and includes clear, actionable recommendations.

A final mid-term evaluation report of roughly 30 pages (not including annexes) will be required.

Provide cleaned datasets and analytical files, ideally in Excel format, along with any supporting documentation mutually agreed upon with Children Believe.

SKILLS REQUIRED:

A Bachelor’s degree in Computer Science, Information Technology, or a related discipline is essential. Proficiency in programming languages such as Java, Python, or C++ is required, along with expertise in software development methodologies. Experience with cloud platforms (e.g., AWS, Azure) and containerization tools (e.g., Docker, Kubernetes) is necessary. Familiarity with databases (SQL and NoSQL) and version control systems (Git) is also required. Strong problem-solving and analytical skills are crucial for troubleshooting and optimizing systems. Excellent communication and teamwork abilities are needed to collaborate effectively with cross-functional teams.

A postgraduate degree in a field such as public health, nutrition, international development, social sciences, management, sociology, social work, or a related discipline is required; possession of a higher-level degree will be considered an asset.
