To perform the mid-term evaluation of the Championing Nutrition and Gender Equality (CHANGE) Project in Ghana.

Evaluate the existing nutrition and healthcare service provisions for underserved and economically disadvantaged groups—especially women and children—within the designated communities.

• Evaluate the current status of essential outcome and level indicators as defined in the project’s Performance Measurement Framework (PMF).

Analyze the perspectives and feedback from community members, local stakeholders, and prospective partners concerning nutritious food production, processing, storage, food security initiatives, and community resilience strategies.

Assess how various factors shape the incorporation of gender-responsive nutrition strategies within district-level policies and programs.

Identify contextual, programmatic, and institutional influences that either facilitate or impede the realization of established objectives.

Develop data-driven insights and strategic suggestions to inform project modifications and maximize operational impact throughout the remainder of the implementation phase.

Primary data collection may involve conducting surveys, facilitating focus group discussions (FGDs), performing key informant interviews (Kids), and carrying out structured observations, depending on the requirements of the proposed methodology.

Secondary data review will encompass project reports, baseline findings, district and regional health and nutrition data, and pertinent literature.

All methodologies and instruments employed must facilitate the breakdown of data by sex and age, as applicable.

The consultant is required to employ participatory, inclusive, and ethically grounded approaches while adhering strictly to Children Believe’s policies on child safeguarding, Protection from Sexual Exploitation and Abuse (SEA), data protection, and privacy protocols.

Inception reports must be delivered, encompassing a refined methodology, a detailed work plan, sampling strategy, data collection framework, and robust quality assurance protocols.

• Authorized quantitative and qualitative data collection instruments.

Fieldwork and data collection will be conducted within the designated project areas as agreed upon.

• Prepare mid-term evaluation reports that summarize key findings, provide thorough analysis, offer actionable conclusions, and deliver strategic recommendations.

A comprehensive mid-term evaluation report, spanning roughly 30 pages (excluding annexes), is required to be delivered.

Cleaned, analytical datasets and corresponding supporting files, ideally formatted in Excel, along with any documentation mutually agreed upon with Children Believe, should be provided.

Required competencies include strong analytical abilities, proficiency in data interpretation, and experience with statistical software. Candidates must possess exceptional problem-solving skills, attention to detail, and the capacity to work independently as well as collaboratively in a team setting. Familiarity with industry-specific tools, project management methodologies, and a commitment to continuous learning are essential. Prior experience in a similar role or industry is highly desirable, along with the ability to communicate complex information clearly and concisely.

A postgraduate degree in public health, nutrition, international development, social sciences, management, sociology, social work, or a closely related field is required; possession of an advanced degree is highly desirable.

With a minimum of ten years of cumulative expertise, you will have led or significantly contributed to participatory evaluations, studies, or reviews of intricate health, nutrition, maternal, newborn, and child health (MNCH), or gender-focused programs.

Demonstrates a proven track record of practical application in Ghana across key sectors such as nutrition, maternal and child health, public health, gender equality, or community development.

A demonstrated proficiency in gender analysis is essential, with a strong preference for including a dedicated gender specialist on the team.

• Proficient in articulating ideas clearly and effectively in written and spoken English.

• Proven experience in donor-funded programming, with a preferred background in engagements with Global Affairs Canada and similar bilateral or multilateral funding entities.

Demonstrated proficiency in collaborating across varied cultural settings while adhering to stringent project deadlines.
