To carry out the mid-term evaluation of the Championing Nutrition and Gender Equality (CHANGE) Project in Ghana.

Conduct a comprehensive evaluation of the existing nutrition and related health service frameworks serving the most economically disadvantaged and vulnerable groups, with a particular emphasis on women and children within the designated communities.

Review the project’s Performance Measurement Framework (PMF) to evaluate the progress and status of critical outcome and output-level indicators.

• Gather and evaluate feedback from community members, local stakeholders, and prospective partners to assess their perspectives on the production, processing, and storage of nutritious foods, food security, and community resilience.

• Analyze the factors—both opportunities and constraints—that impact the incorporation of gender-responsive nutrition strategies into district-level policies and programming.

Analyze contextual, programmatic, and institutional elements to discern the factors that either facilitate or impede progress toward established objectives.

Develop practical insights and strategic recommendations to inform necessary adjustments and improve overall project performance throughout the remaining implementation phase.

Primary data collection may encompass surveys, focus group discussions (FGDs), key informant interviews (Kids), and structured observation, as determined by the proposed methodology.

The secondary data review must encompass project reports, baseline findings, district and regional health and nutrition data, as well as other pertinent literature.

All methodologies and tools employed must facilitate disaggregation by sex and age, as appropriate.

The consultant is expected to employ participatory, inclusive, and ethically grounded approaches while strictly adhering to Children Believe’s protocols on child safeguarding, protection from sexual exploitation and abuse (SEA), data protection, and privacy measures.

The inception report will encompass a refined methodology, a comprehensive work plan, a detailed sampling approach, a structured data collection plan, and robust quality assurance arrangements.

Developed and authorized both quantitative and qualitative data collection instruments for research purposes.

Conducting fieldwork and gathering data within the designated project zones as mutually agreed upon.

Prepare a comprehensive mid-term evaluation report that effectively communicates key findings, detailed analysis, critical conclusions, and actionable recommendations based on the assessment.

A comprehensive mid-term evaluation report, totaling roughly 30 pages (excluding appendices), will be required.

Cleaned, relevant datasets and analytical files—ideally formatted as Excel documents—along with any agreed-upon supporting documentation, should be provided.
