To perform a mid-term assessment of the Championing Nutrition and Gender Equality (CHANGE) Project in Ghana.

Evaluate the existing nutrition and associated health service framework for the most economically disadvantaged and underserved groups, with particular emphasis on women and children within the designated areas.

Review the status of critical outcome and output-level indicators defined within the project’s Performance Measurement Framework (PMF).

Analyze the attitudes and insights of community members, local stakeholders, and prospective partners concerning the production, processing, and storage of nutritious foods, food security, and community resilience.

Evaluate potential opportunities and limitations that impact the incorporation of gender-responsive nutrition strategies within district-level policies and programming.

• Analyze contextual, programmatic, and institutional factors influencing progress toward or barriers to achieving established targets.

Develop practical insights and strategic recommendations to inform project modifications and improve overall effectiveness throughout the remaining implementation phase.

Primary data collection could involve surveys, focus group discussions (FGDs), key informant interviews (Kids), and structured observation, depending on the methodology proposed.

A thorough review of secondary data must encompass project reports, baseline findings, district- and regional-level health and nutrition data, as well as any other pertinent literature.

All tools and approaches should incorporate disaggregation by sex and age whenever applicable.

The consultant is required to employ participatory, inclusive, and ethically sound methodologies while strictly adhering to Children Believe’s child safeguarding principles, Protection from Sexual Exploitation and Abuse (SEA) policies, data protection regulations, and privacy protocols.

The inception report must encompass a refined methodology, a detailed work plan, a well-defined sampling approach, a comprehensive data collection plan, and robust quality assurance arrangements.

Approved both quantitative and qualitative data collection instruments to ensure methodological rigor and reliability in research efforts.

Conduct fieldwork and gather data in the designated project areas as mutually agreed upon.

Prepare a comprehensive mid-term evaluation report that effectively summarizes key findings, provides thorough analysis, offers well-supported conclusions, and delivers actionable recommendations.

A final mid-term evaluation report, excluding annexes, is required to be approximately 30 pages in length.

Provide cleaned datasets and analytical files, ideally in Excel format, along with supporting documentation as mutually agreed with Children Believe.

REQUIRED SKILLS: Candidates should demonstrate proficiency in data analysis, including the ability to interpret complex datasets, generate actionable insights, and communicate findings clearly. Strong technical skills in SQL, Excel, and Python are essential, with additional experience in data visualization tools such as Tableau or Power BI preferred. Familiarity with statistical analysis, machine learning techniques, and predictive modeling is advantageous. Exceptional problem-solving abilities, attention to detail, and the capacity to work collaboratively in cross-functional teams are critical. Effective written and verbal communication skills, along with the ability to present technical information to non-technical stakeholders, are required. Prior experience in a data-driven role and a degree in a quantitative field such as statistics, mathematics, or computer science is highly desirable.

A postgraduate qualification in fields such as public health, nutrition, international development, social sciences, management, sociology, social work, or a related discipline is required, with a higher degree being advantageous.

With a minimum of a decade of progressively responsible experience, you have conducted participatory evaluations, studies, or reviews of multifaceted health, nutrition, MNCH, or gender-focused programs.

Proven hands-on experience in Ghana within the domains of nutrition, maternal and child health, public health, gender equality, or community development is required.

The lead consultant’s CV and those of essential team members must each be limited to five pages in length.

A recent and relevant evaluation sample is required, ideally showcasing a mid-term evaluation or another comparable analytical project.
