To assess the mid-term progress of the Championing Nutrition and Gender Equality (CHANGE) Project in Ghana, evaluating its effectiveness, impact, and alignment with stated objectives.

Evaluate the existing nutrition and associated health service frameworks for the most economically disadvantaged and underserved groups, with a particular emphasis on women and children, within the designated communities.

Review the current status of critical outcome and output-level indicators as defined within the project’s Performance Measurement Framework (PMF).

Conduct an in-depth evaluation of community members’, local stakeholders’, and potential partners’ perspectives on the production, processing, and storage of nutritious foods, food security, and community resilience.

Evaluate the factors—both enabling and limiting—that shape the integration of gender-responsive nutrition strategies within district-level policies and programming.

Analyze contextual, programmatic, and institutional factors to determine their influence on progress toward or barriers to achieving established targets.

Develop meaningful insights and actionable recommendations that will inform and drive necessary adjustments to the project, thereby optimizing its overall effectiveness throughout the remaining implementation phase.

Primary data collection activities could encompass surveys, focus group discussions (FGDs), key informant interviews (Kids), and structured observation, contingent upon the methodology proposed for the study.

A thorough review of secondary data encompasses project reports, baseline findings, district and regional health and nutrition data, and other pertinent literature.

All methodologies and tools utilized must facilitate disaggregation by sex and age, as appropriate.

The consultant is expected to utilize participatory, inclusive, and ethically sound approaches while adhering to Children Believe’s stringent policies, including child safeguarding, Protection from Sexual Exploitation and Abuse (SEA), data protection, and privacy standards.

An inception report will be prepared, encompassing a refined methodology, a detailed work plan, a structured sampling approach, a comprehensive data collection plan, and established quality assurance arrangements.

Approved quantitative and qualitative data collection tools have been established to ensure comprehensive and reliable research findings.

Conduct fieldwork and gather data in designated project zones as agreed upon.

Draft a comprehensive mid-term evaluation report that includes key findings, in-depth analysis, actionable conclusions, and strategic recommendations.

A comprehensive mid-term evaluation report, excluding annexes, should be approximately 30 pages in length.
