To conduct a mid-term evaluation of the Championing Nutrition and Gender Equality (CHANGE) Project in Ghana, ensuring a thorough assessment of its progress and impact.

Conduct a thorough evaluation of the existing nutrition and healthcare service infrastructure, focusing specifically on underserved and economically disadvantaged communities, with particular emphasis on women and children.

Review the progress of critical outcome and output-level indicators as defined within the project’s Performance Measurement Framework (PMF).

To assess the perspectives of community members, local stakeholders, and potential partners on topics such as nutritious food production, processing, storage, food security, and community resilience.

Examine both opportunities and constraints that impact the integration of gender-responsive nutrition strategies into district-level policies and programming.

Analyze both contextual and programmatic elements, as well as institutional dynamics, to assess factors that either facilitate or impede the attainment of established objectives.

Generate practical insights and strategic recommendations to inform project adjustments and maximize overall effectiveness throughout the remaining implementation phase.

Primary data collection may involve conducting surveys, facilitating focus group discussions (FGDs), performing key informant interviews (Kids), and carrying out structured observations, all determined by the proposed methodology.

The secondary data review must encompass project reports, baseline findings, district and regional health and nutrition data, as well as other pertinent literature.

All methodologies and instruments implemented must facilitate disaggregation by sex and age, wherever applicable.

The consultant is required to employ participatory, inclusive, and ethically sound approaches while adhering to Children Believe’s policies on child safeguarding, Prevention of Sexual Exploitation and Abuse (SEA), data protection, and privacy.

An inception report must be developed, encompassing a refined methodology, a detailed work plan, a sampling approach, a data collection plan, and quality assurance arrangements.

Approved both quantitative and qualitative data collection instruments, ensuring their validity and reliability for research purposes.

Fieldwork and data collection activities will be conducted within the designated project zones.

Prepare a comprehensive mid-term evaluation report summarizing key findings, providing in-depth analysis, drawing evidence-based conclusions, and offering actionable recommendations to support informed decision-making.

The final mid-term evaluation report will comprise approximately 30 pages, with annexes excluded.

Provided cleaned datasets and analytical files, ideally formatted in Excel, along with any supporting documentation as mutually agreed upon with Children Believe.

REQUIRED SKILLS:

A postgraduate qualification in public health, nutrition, international development, social sciences, management, sociology, social work, or a related field is required, with preference given to candidates holding an advanced degree.

With a minimum of a decade of progressive experience, you have conducted participatory evaluations, studies, or reviews of intricate health, nutrition, maternal, newborn, and child health (MNCH), or gender-focused programs.

Applicants should possess proven hands-on expertise gained through practical application in Ghana within the realms of nutrition, maternal and child health, public health, gender equality, or community development.

A demonstrated proficiency in gender analysis is essential, with a strong preference for including a dedicated gender expert within the team.
