Conducting the mid-term evaluation of the Championing Nutrition and Gender Equality (CHANGE) Project in Ghana entails a comprehensive assessment of its progress, impact, and effectiveness to date. This role involves analyzing project deliverables, stakeholder engagement, and outcomes against predefined objectives, ensuring alignment with the project’s strategic goals. The evaluation will examine the implementation of activities, resource utilization, and any challenges encountered, offering actionable recommendations for improvement. Proficiency in research methodologies, data analysis, and report writing is essential, along with a strong understanding of nutrition and gender equality frameworks. Additionally, the evaluator must possess cultural sensitivity and experience working in similar contexts within Ghana.
Evaluate the existing nutrition and healthcare service frameworks, with emphasis on underserved and economically disadvantaged groups—especially women and children—within the specified communities.
Review the project’s Performance Measurement Framework (PMF) to assess the current status of critical outcome and output-level indicators, ensuring alignment with established benchmarks.
Conduct evaluations of community members’, local stakeholders’, and potential partners’ perspectives on the production, processing, and storage of nutritious foods, as well as food security and community resilience.
• Examine opportunities and constraints influencing the integration of gender responsive nutrition approaches into district level policies and programming.
Examine systemic, programmatic, and contextual factors that either facilitate or constrain progress toward established objectives.
Produce meaningful insights and strategic suggestions to inform project adjustments and improve overall performance throughout the remainder of the implementation phase.
Primary data collection may encompass surveys, focus group discussions (FGDs), key informant interviews (Kids), and structured observation, contingent upon the proposed methodology.
A thorough review of secondary data must incorporate project reports, baseline findings, district and regional-level health and nutrition statistics, and additional pertinent literature.
• All tools and approaches must support disaggregation by sex and age, where relevant.
The consultant is required to employ participatory, inclusive, and ethically grounded approaches while adhering to Children Believe’s stringent safeguarding standards for children, SEA protocols, and data protection and privacy policies.
The inception report encompasses a refined methodology, a detailed work plan, a robust sampling approach, a comprehensive data collection plan, and stringent quality assurance arrangements.
Developed and secured approval for both quantitative and qualitative data collection instruments.
Conduct fieldwork and gather data in the designated project zones as mutually agreed upon.
• Draft mid term evaluation report presenting findings, analysis, conclusions, and recommendations.
A comprehensive mid-term evaluation report, comprising approximately 30 pages (excluding annexes), will be required as the final deliverable.
Provide well-organized, sanitized datasets and analytical files—ideally in Excel format—along with any agreed-upon supporting documentation as outlined by Children Believe.
Strong proficiency in communication, both written and verbal, is essential, along with the ability to effectively collaborate within cross-functional teams. Exceptional problem-solving capabilities are required to analyze complex challenges and develop innovative solutions. Familiarity with industry-specific tools, software, or methodologies is a must, depending on the role. Candidates must demonstrate strong organizational skills to manage multiple priorities efficiently while maintaining attention to detail. Proven leadership or project management experience is highly desirable for driving initiatives to successful completion. A commitment to continuous learning and adaptability in a fast-paced environment is critical for long-term success.
A master’s degree or higher in public health, nutrition, international development, social sciences, management, sociology, social work, or a closely related field is required. Advanced academic credentials will be considered favorably.
With a minimum of ten years of progressively responsible experience, candidates should have conducted participatory evaluations, studies, or reviews of complex programs focused on health, nutrition, maternal, newborn, and child health (MNCH), or gender-related initiatives.
Applied experience in Ghana within nutrition, maternal and child health, public health, gender equality, or community development is required.
• Demonstrated expertise in gender analysis, with a strong preference for including a dedicated gender specialist on the team to enhance project outcomes.
Proven proficiency in crafting clear, concise, and professional English correspondence is essential.
Demonstrates a solid grasp of donor-funded initiatives, with preference given to experience involving Global Affairs Canada and similar bilateral or multilateral funding entities.
Demonstrates strong adaptability when operating in varied cultural settings and consistently meets stringent deadline requirements.

A comprehensive technical proposal, not exceeding 15 pages, must detail the proposed methodology, work plan, team composition, quality assurance approach, and anticipated deliverables.
The lead consultant’s resume and the resumes of essential team members must each be limited to a maximum of five pages.
We seek a candidate who can provide at least one recent and pertinent evaluation sample, ideally showcasing a mid-term evaluation or a similar analytical project.
A detailed financial proposal outlining the cost estimate, budget allocation, and payment terms for the proposed project or services must be submitted. This document should include a comprehensive breakdown of expenses, such as labor, materials, equipment, and any additional overhead costs. The proposal must adhere to the specified financial guidelines and ensure transparency in all cost-related disclosures. Additionally, it should demonstrate value for money while aligning with the project’s objectives and regulatory requirements.
Professional fees should be clearly indicated, ideally expressed as daily rates in Ghana Cedis, to ensure transparency and consistency in financial transactions.
A detailed cost breakdown encompassing logistical, operational, and other indirect expenditures pertinent to the assignment must be provided.
